Just wear a crab helmet all the time. And emote that you sound like the Pyro from Team Fortress 2.

RP or PR? Make up your mind already.

And if you want to blend in, be a dark elf, show your dark elf face, make threats, taunts, have a wicked cackle laugh, make fun of people, intimidate people, and generally do your best to seem evil. You'll fit right into the mainstream among the surfacers of Exaria.
It’s almost like the universe is trying to deliberately force some form of arbitrary equality between those of us who can reshape matter with our thoughts and those who cannot.

Seeing as there is a 'weapon sheathed' law, I have to wonder why they would allow a hooded person to wander around.

I would agree on this, from a rping perspective. The Crestwind Militia/Police would stop and question people, on why they are hiding their faces. If they gave a piss poor answer or just basically refused to comply with an officer of the law, then I suspect they can be detained and or not limited to death for resisting.

To revive an old thread... Every server I have played on, someone requests being able to wear a hood, or be disguised, or not recognized when they where a helmet. The helmet thing was big. You were supposed to play like you didn't know who anyone was. One player had actual valid RP reasons for this sort of disguise, and so the DMs worked with him, and gave him a 2nd character, who had a different haircut/color than the first. He also got a storage chest to transfer items between characters. I think eventually he had 3 or 4 identities.

Now I'm not suggesting we do this for every Tom, Dick, and Heather that wants to wear a disguise, but rather saying there are ways to make such things work if the player has good RP skills and the DMs work with him. There are surely other solutions as well. I just thought it was a neat story.
